Well he says he does 20% water change so new water is roughly 42 gallons I think 1 cap full should be good imo

If he is adding water directly to the tank then he needs to treat the entire tank volume. One capful will be diluted throughout the 210 gallons so the Prime will only be working at 20% strength instead of 100%.

Before. I dump it in where the hose is pointed at. I think someone once said its good for up to 30 minutes after you add it so try to start filling the tank within 30 minutes. I could be wrong on that last part though.
