I had the same problem and had to put a glass lid on mine from jumping in!!!!

put some window screen around it, they make a kind of plastic screen, use rubber band to keep in place maybe?

Actually, here is a great solution. Use gutter guard. It's plastic and safe and will keep the water flowing

I cut a sponge to fit near the top of the overflow.
