Use bleach to kill bacteria, parasites, etc. This would be important if the tank had fish that died of disease, for example.
Use vinegar to remove calcium deposits. This would be important to improve the overall look of the tank.
They each have their purposes. When cleaning a tank in which I do not know the history, I would first clean with vinegar to get it visually clean, and then I'd use bleach to make sure it's sterilized from any pathogens that may have been in the tank from previous use. Then rinse very well, using heavy dose of dechlorinator to remove the bleach. After that, you should be good to go.
