Is there anyway to speed up the recycling? or should he just remove the gravel from the canister

Was the gravel from the old substrate? Or the new one? If the new one, it's not gonna make a difference if you remove it or keep it there. If it's the old one, keep it there or put it in a media bag and leave it in the tank to seed the established bacteria.

Ok that I understand, I hope he does before he loses any more mollies, so at this point since he has it already running he should let it recycle and remove the remaining mollies or should he use his hob filter to aid in the recycling

When using a new filter and changing out substrate, I would keep my old filters running, leave the substrate there, and plug up the new filter to let the filter cycle. Then after a few weeks, remove the substrate, add the new substrate, and keep the two filters on the tank. Then after a few more weeks, remove the old filter and you're set.

I would remove the mollies and keep them in another tank or bucket with 1-2 day 20-25% water changes. Make sure to use dechlorinator! Put the old filter back on to help recycle the tank. It'll take a few weeks.

Insted of heater hose. You could have used a water hose from the garden. it would be safer for the fish... i would think its not the cycle. thats killing the fish...

OP's friend removed substrate and old filter while adding a new filter. I'd think it's the cycle since the hose is new and supposedly safe.
