So what exactly do you do when you change out the filters?

Well make sure you use stability to restart the cycle, i find funny how people say they do filter maintenance every two weeks and their tanks have bacteria blooms or things like this happened.

It's a small 20 gal hob filter with single carbon filter. When I do tank maintenance i do a 20 percent water change and put a new filter cartridge. What else should I be doing?

That HOB filter seems to be too small for your tank. If there's any way you can increase the amount of bio media in the filter or you can get a filter with more bio media, that will minimize the chances of more random cycles when you mess with the filters. You can replace the carbon as you need and reuse bio media after a quick rinse in some tank water.

When I set the tank up again I will pribably get a bigger filter with a biowheel.

Is there a such thing as over-filteringing a tank?

Nope. It's been a while and I thought I'd give you a rouse. Over filtration gives me a sense of achievement. A better chance of aquatic survival so to speak. It's like having a lot of fish insurance.
