Question with UV Sterilizers and CO2 Bubble Counter

My 1st question is I have a guy on a local Facebook Aquarium Forum that is giving me a Inline Coralife 9 watt UV Sterilizer that needs a new 9 watt bulb, after I get it and replace the bulb how often daily should I run it to keep the algae down in my 55 gallon? My 2nd question is what can I put in my bubble counter that won't affect my tank and won't evaporate? I have heard you can use mineral oil with no ill effects, just wondering if anybody on here as done it?

I run my green killing machine 24/7. I most likely don't need to but I do. It does not kill all algae, just the algae that's floating around in the water column
