What is this crap and how do I destroy it?

It is kind of slimy and sticks to everything. I have done several cleanings including removal of the gravel and bleaching everything in the tank. It comes back in about a week. Doesn't seem to affect the fish. No illnesses. Seems to float at the surface' then falls and sticks to anything it touches.

    Thanks,
    Don
