one of my tetras have developed 2 spots of white goo looking substance on its body near its tail. its eyes also look a little cloudy. it seems to be acting normally. none of the other fish seem to be affected. ive been googling for the last 2 hours and didnt see anything apparently similar in the first 10 pages of this forum. im fairly certain its not ich as the spots are much too large. it doesnt sound like columnuswhatever. any help you all can provide would be greatly appreciated. please note that any treatment would need to take into account my shrimp. thanks in advance! info and pics below

3 neons have been in the tank for about 3 months, the other 4 have been in for about a month

7 neon tetras, all seem to be full grown.
~30 red cherry shrimp all ranges of maturity
5)What, how much, and how often you feed:
1 medium side pinch 2x a day
6)How much water you change and how often:
10-20% weekly
7)When was the tank set up:
about ~5 months ago
8)How many gallons:
17-20 gal (ada60p)
9)What's your water temperature:
~75
10)What's your ph:~7.8
11)What's your ammonia level: 0
12)Hardness level: unknown but presumably fairly hard. i use unfiltered coh tapwater
13)Type(s) of filter(s): fluval 205
14)Anything else we should know:
nitrates/nitrites read 0ppm. did a water change just yesterday. the fish seemed fine and didnt notice the spots then. sorry for the blurry pics. these guys never sit still
