What size tank and what size filter you looking for ? Canister or wet/dry style filter ?
John (fshfrk) has made several wet/dry filters with PVC pipe and sponges.

There are several ways to make filters.. Let us know what you are looking for and we can prolly give you a better answer.
    Keep smiling :)

Are we talking about a 2.5g tank ? I am trying to figure out how much water you are trying to filter.

            7.25g FYI

I would suggest a sponge filter for that size or you can get a small HOB.
Check and see if anyone here is selling one and you can prolly get one cheap.

                  Sponge filter.
One piece of 1/2" pvc pipe
One sponge (make sure that it does not contain any soaps or other detergent in it.)
                  One piece of thin slate.
                  One stick of Silicone Glue

Take pipe, drill many 1/4" holes in bottom part of the pvc pipe.
Take the sponge and cut a 1/2" hole in it where you are going to insert the pipe into.
Put silicone glue on the bottom of the pvc pipe and glue it on to the slate (this is going to weigh down the filter so it will stand up.)
Put the sponge over the pipe.
Take your airhose with airstone (if it fits) and insert inside the pipe all the way to the bottom. This will cause a current inside the pipe and it will pull the material to the sponge.

                  I hope this helps.

could you do something similar with a larger pvc pipe?

I'm thinking you could take a 3" pvc pipe cap off the bottom, drill a bunch of holes in the bottom, fill the bottom with sponge(s) put a barrier in the pipe to keep the sponge(s) from traveling up the pipe & clogging the power head intake

You could do it with a bigger diameter pipe, but you are looking for to create a current inside the pipe.. this is why I am suggesting using 1/2" pipe.
With a 3" pipe you will have to have a large amount of air going down to start pushing up the water column.

if it's filled with water wouldn't the vacuum from the power head be able to pull it through?

Okie.. I missed the part with the power head.. Most power heads have a std 3/4" or 1" opening (ask Fshfrk he knows for sure)
Add a pipe below that open it up to 3" and then add a sponge on that.. yeah you would for sure have some good water flow in that.
