On a 75 the std bulkheads would be a 1in down and a 3/4in up.
If you want you can buy from any local LFS the AGA / Oceanic stand pipe kit which will have the bulk heads you will need if you dont already have the pipes.
If you have the pipes but just need the bulk heads, goto City Pets and they sell them there.

Bulkhead to cut hole size
...1/2" bulkhead = 1 1/8" hole
...3/4" bulkhead = 1 1/2" hole
......1" bulkhead = 1 3/4" hole
1 1/4" bulkhead = 2 1/4" hole
1 1/2" bulkhead = 2 1/2" hole

What you have is a bit that will cut a hole for a 3/4" bulkhead. (in this case the return line)
You will need to get a bigger size for a 1" bulkhead which is what you want to use for your down tube.

If your tank was drilled with a 1" down and 3/4 up and you installed a MAG18 you are going to be looking around 1400-1500g of water flow. You are going to be at the absolute max cap of 1" and the 3/4 since its going to take pressure will be maxed out around 1400g / hour...
1" Somewhere around 1500g (gravity flow)
3/4" somewhere around 900g (gravity flow) (1400 under pressure)
I would install a MAG 9.5 in a 75g tank. I would not go over that. Unless you have a sick size sump for it.
