B. doriae can do ok without salt provided pH and hardness are high (do better with salt- but wide variety of salinity including full freshwater in the wild).
C. travancoricus (dwarf puffers) do do well with salt but tolerate a range of pH from acidic around 6 to just above 8.
So if you choose to have both you need very clean water at a higher pH, no salt added
They will breed in both conditions. I've kept both for an extended period of time, together. CLEAN CONSTANT parameters including temp are the key.
