i have done everything i can think of to get rid of the roaches in the apartment so as a last try i'm going to bomb it i have done it before but never with a canister filter i know i need to cover the tank with towels but since its a canister do i still need to turn it off? any advise would help

Don't bomb it.
Go to Home Depot and get some stuff called Bengal Roach Spray. I picked it up at Lowes.
Problem is leaving in an apartment while you are a good house keeper the people living around you could be the source of the problem and it's hard to solve.

Cover the tank. Easy to do. Error on the safe side.

they have sprayed befor and it didnt help i have some spray from lows that is supposed to kill roaches and get rid of them for 6 months but it didnt help we keep the apartment clean but our neighbors are gross and the roaches are coming from them

if you mix the Clorox with warm water, spray around kitchen( specially under the sink), around the area the roaches come from, when the roach get contact with the mixture(by licking), all their eggs will be killed, and problem will be solved partially. ( other roaches will still come in from your neighbor).
