Direct Flight using Southwest Air Cargo, or since you are on the NW side find something like Contiental or Delta for Bush IAH.

You cannot take liquids as carry-ons more than 1.5 oz I believe

For that short of distance you might also consider FEDEX direct or US POSTAL overnight, but its sure cold right now!!

I think I saw it on simply discus but people were allowed to carry on a container with fish. They just had to prove the fish were alive in the container in order to prove that it is nothing more than water and not an explosive. They said that the NTSA guy said that its up to the agent when you go through but several people have been allowed to go through if they can show that the fish are alive. Or you can go like Geoff said.

I have a friend in Pa. who's an invert breeder. She ships in winter but uses plenty of heat packs. She ships mostly USPS priority.

southwest is the best method i have used, but you need an account...cost me 52.00 to ship anywhere in the united states.use 1/3 water 2/3 air and throw a bag buddy in each bag.use a heat pack or two depending on the temp outside.

She's shipping shrimp and snails for the most part so doesn't have the concerns over oxygen that she would for fish.

She lines the inside of the box completely with the close cell foam used for exterior insulation of houses. She isolates the heat packs from the bags with newspaper.
