Put the tank on it's side. Place a vinegar soaked rag on the glass for an hour or two. Attempt to scrap a small area with a razor blade.

lol no but seriously ive always used CLR on my tanks but most of the time a very thick milky layer towards the top of the tank ahs never been removable for me. you cant see it when the tank is filled uo tho. good luck!
