after purchasing a tank from an individual i find myself trying to figure out how to get the lime and hard stains off of things....is there anything that will take this off without too much fuss?...and safe for future fishies?

I use Easy-Off BAM to remove lime scale on the outsides of my tanks. It works really well. It is a dilute solution of sulfuric acid. I have never tried it on the inside of a tank but should be OK after a really good rince.'Dear Lord,' the minister began, with arms extended toward heaven and a rapturous look on his upturned face. He would have continued but at that moment my very obedient daughter who was listening leaned over to me and asked quite audibly in her shrill little four-year old girl voice, 'Mom, what is butt dust?'

I have never tried it on plastic, but I don't think it will be a problem.
You might want to try a vinagar solution first (mild acid)
Most of my filters are coated with green growies and I just dunk them in a bucket of bleach solution. (caustic)

I always start with the easy stuff and move to the harder.
First, try straight white vinegar. If you can find the 20% strength, that is better than the regular 5%. Scrub with a toothbrush, bristle side and the plastic back side also. This gets a lot of stuff off.
Then add coarse salt. Try rubbing with your fingers. Go back to the vinegar if you need to, as layers of stuff come up.
If that isn't enough, get some CLR (Calcuim, rust, lime remover -- in grocery store or hardware store) Do be careful with that, use gloves. But it will rinse clean.
Finally, if all else fails, get a BRAND NEW straight razor. Be Really Really careful. Way to easy to scratch the glass. Way to easy to cut yourself because you are tired and aggravated that the stupid tank is so darn hard to clean.
In the end, there are some stains that do not come off. The glass is smooth, but a shadow remains. Either turn the tank around so that is hidden, or try to hang your equipment in that same spot.
