think so... I've been in the hobby for about 20yrs.

Think I've kept about everything at one point or another.

Almost like revisiting than an impulse.

It's funny because the entire reason I got back into this hobby was from an impulse buy. I had tanks when I was a kid and loved them, but gave them up when I moved into my own place (needed the money). Then one day a few years ago, I walked by one of those tiny 1.5g tanks and bought one on a whim. I did everything wrong. Killed so many poor fish. Raced out and bought bigger and bigger tanks, trying to save what fish I could.

Thankfully, I found people online who did not judge me for the mistakes I had made, but, instead, helped me to learn from those mistakes so I could get back into the hobby without killing every fish I brought home.

And here I am now! It may have been an impulse buy that got me started, but it was the helpful kindness of others that carried me forward to where I am now. I still make mistakes (and still make impulse buys on occasion), but I've come a long way from when I bought that little 1.5g on a whim. I could not have done this without the help of so many wonderful people.

It's easy to point and laugh when we perceive another has made a mistake of some sort. You see little kids on the playground doing that all the time. But it's the bigger person who sees the mistakes of others as a sign to welcome them in and share their knowledge and experience so those others can be equally as successful. And in that way, rather than childish playground bullies, they develop into intelligent caring people to whom we give our thanks and respect.

Would a noob just recently getting into the hobby or getting back into it qualify as impulse?

Errr... I dunno. I suppose if you want it to. Anything can qualify as an impulse as long as it wasn't thought out before being acted upon.

But a noob would get more leeway right?

It depends. What's a noob? I had a lot of experience with planted tanks, but when I started my cichlid tank, I was very much a noob with it. Some of the things I knew carried over, but not everything. In the end, I believe that's what resulted in me losing every damn fish in the entire tank which is very noobish behavior.

A noob is anyone and everyone who has not yet gained experience in a particular area. Sometimes people can take experience learned in one area and apply it to other areas very readily, but not always. Sometimes the situation is different and the experience doesn't apply, or sometimes other factors make it so the person cannot see the commonality in the situations.

And sometimes people don't learn as fast as others which is fine. I'm good at math, but not so good at other things. We're all that way. So even when someone is taking longer to learn in one area, it doesn't make them any less a person nor does it define them as "dumb" and unworthy of respect. It just means that's not their area. At least not yet. But at least they're willing to learn.

The real shame is when someone with more experience and knowledge uses that experience and knowledge as a weapon against noobs. Then no one benefits.

Completely agree and just as bad is a noob that refuses to accept any help or refuses to acknowledge that others are trying to offer help and time.

I agree with you on that, as well. But when those times come, it's sometimes best to just bow out (often followed with a "whatever" comment mumbled under your breath while forgetting all the times when you were young with a big, hard head).
