A pair of Betta unimaculata or macrostoma. You could do a group of Trichopodus leerii (pearl gouramis) or a pair of Trichogaster microlepis (moonlight gouramis).

Rhinogobius and corys or hill stream loaches for the bottom and some community fish for the top. rhinos and hill stream are sub tropical so no heaters
