You're not gonna get an "Oceanic Looking" stand built for cheap, the material alone is a couple hundred dollars. i kinda like the nice sheet over cinder blocks idea for a temp solution, although blocks are harder to level. maybe a nice sturdy 2x4 frame with some cool fabric draped over it. you could prolly do that for two bills easy.75G Standard - High Light Planted Community Fish

My 75g stand was about $50.00

My big tank was closer to $100.00 But it has 5 doors and is over 80 lf. of 2+4...
