Hmmm, I can't imagine that your intake location is causing the cloudiness. If anything it is just accumulating in your 2217 and limiting your flow. How long has the PFS been in the tank? How well was it pre-rinsed before putting it in the tank? What are you keeping in the tank?
My general advice would be to begin performing large (75%) water changes. Try and have someone else disturb the sand while doing the water changes to pull any dust/sediment out. Do this twice a week. This should get the situation under control and you'll have less sediment in the water column. I would try and raise your intake to your canister as well. Either angle it up or simply remove it and cut it t fit. The sand in yyour Eheim is probably not going to make it to the pump, but it is limiting your suction and not allowing your filter to work at its possible maximum potential. Another additional option that would help on any tank is the addition of a water polisher (extra filter) such as Marinelands H.O.T. (Hang on Tank) that has a micron filter. They can turn the water over in no time and are terrific for this application. I know quite a few professional aquarium maintanance persons who always have one in their truck to quickly polish their clients tanks. Big Als online has one with a Micron filter included for under $60. Here is a link to the filter I'd recommend. Just use it as a water polisher and move it to whatever tank is causing issues and run it for a few hours and you should see some results. The filter allows you to use wither the micron filter or the floss/carbon/media filter, but not both.In the land of the blind, the one-eyed man is king.
