sounds like a lot of unwanted fish have been dumped into that pond. It's probably some weirdarse fish from the other side of the world that someone imported and then it outgrew their tank.
How do they know it was dragged to that parking lot? Maybe it's one of those fish that can get out of the water and walk off to find a new place to live and it just got hit by a car.
And ummm, that fish would definitely be a good reason to cut the line and lose that hook.
