I'm going to be using a cast net to be collecting some local fish. If I'm not collecting sporting fish, what sort of license do I need? If I am, what sort of license would I need/is it even legal?

Very legal. You just need a regular ol' fishing license. I'd recommend getting one for both fresh and salt - you never know where you'll end up one day! :)
As for sport fish/game fish, check TPWD online, as there are a lot of rules regulating what you can and can't take home:
