Another method is to inform him that he has three days to get you your order, and if you haven't RECEIVED it (not him telling you the shrimp is in the mail lol) by then that you will open a claim with Paypal, and failing that you will take action against him in small claims court. If he actually has the stock, that should make him get around to sending you your purchase. If he doesn't have the stock, then hopefully he will refund you quickly instead of dragging his feet to avoid a court case.
