It will grow anubias just fine. You might want to replace the 50/50 bulb.
Is the tank a 20L or a 20H?
The plant will grow a little faster if it's a 20L. But in generally, anubias is a slow growing plant so don't expect it to grow like crazy regardless of how much light you use.
Depending on how much fishes you have in the tank and how often you do water changes, you may want to use ferts. I my exp. you don't need ferts with such low light if you have the right amount of fishes.I ate my fish that died.

It is a 20H tank. I am filtering it with an Aquaclear 110! This was my troph fry tank, but got bored with it being plain so I beefed it up a little bit. Im not posting pics till I get the light though. I would like to do about at least 1 50% WC a week. Right now there are a bunch of red spotted nerites and 4 troph dub fry.250gallon-Wild Angels, community

swap out the bulb, I prefer a higher K rating than 6500, but that is me. In between the 6000k and 10000k rating it is a matter of preferance.
On the tank you are proposing it will do great for low to mid light plants.Houston Areas Aquatic Plant Society

But like MB said, the 50/50 will work. I had 2x24w 50/50 on my jbj nano cube and it grew plants just fine. But 6700k just looks more natural.
For a 20H, I would get more lighting just b/c you are going to want to increase lighting anyhow.
More lights mean the plants will grow faster and look nicer, but keep in mind that also means more co2/excel and ferts.
I also notice that plants in a tank grow a lot nicer if you get lights fixtures that are a little longer than the tank. Or hang a light higher than normal above the tank. The idea is to get light to hit all over the tank and not simply focused on the middle.
Good luck bro. Planted tanks can be fun but the ones that look nice require a lot of maintenance.I ate my fish that died.
