I think an Eheim 2213 or 2211 would be perfect for a 20L.

I'm running a 2211 on my 20g planted and very happy with it. I think HAW had one on good sale price when I was in last week. Only drawback to 2211 is that you need to cut your own filterfloss.

If you don't have floating plants, I wouldn't worry too much about flow on your plants. Don't put the plants an inch from the outflow, and simply angle the nozzle so it flows more to the top and middle than to the bottom. Flow through the plants is healthy, and gives the tank a nice look.

Go with the 2213. For a 20G long the extra flow will be appreciated to eliminate dead spots and even out CO2 saturation

              +1!

              2213 on a 20L is perfect for a PT.

+1 on the 2213. It worked really well for me.

If you're wanting something a little more cost effective I also had really good results on a 20 gal planted tank with an Aquaclear 50.
