plants wont grow fast from lighting, but bad lighting will kill your plants. In a 10 gallon tank, a good fluorescent light should be enough for most plants, but upgrading to a T5 or Compact-fluorescent will guarantee some good growth. A good full spectrum light, around the 6700k range works pretty well. Most companies will sell bulbs designed for plants. For faster, more lush growth; consider making a simple CO2 unit out of a 2-litre bottle.
