It's neither good nor bad, but simply an option. CO2 supplies the carbon plants need for growth. Therefore, adding CO2 to any planted tank generally provides the plants the carbon they need for maximum healthy growth. However, there are many plants that can grow just fine without adding extra CO2 to the tank. So in the end, added CO2 allows a person to grow a larger variety of plants and to ensure that the plants in the tank achieve their maximum potential growth (as long as all other needs are also met).

I have tanks with and without injected CO2. I love both setups. It's just a matter of what your goals are and how much money/time you want to spend.

I'm going to disagree with you on this small point. With the exception of very slow growing plants that receive all the carbon they need from the tank water as is, added CO2 is effective for all plants, regardless of the lighting. As long as the plants are able to utilize the added CO2, they benefit from it. However, plants that require bright light tend to not simply benefit from added CO2, but require it, and we all know that tanks with bright light run into algae problems if CO2 isn't injected. But if you get a medium light tank and add CO2, you will see a difference in plant growth.
