Welding supply places, some Academy's do it if you have the correct connections. Some brewing stores can refill tanks. We live on Rayford and I think this place does CO2 tanks (Precision Blend / 501 Rayford Road Spring, TX 77386 281 419-9629) though I'd call and double check prior to swinging by.

When I lived on Rayford I went to Conroe Welding supply. I had a new tank, and didn't want to do a swap program.

When my tank needs a refil, I have been going to DeFalco's brewing store. They have always been helpful, and very nice. I think Conroe welding is cheaper, but DeFalco's cold freezes the tank so it will fit more CO2 in it.

I just go to Airgas. Lots of locations and cylinder lasts too long for me to worry about driving all over to save a few bucks
