Well, I'm sad to report that Dexter passed away before I could begin any treatment as described above. Really sucks. I should've started posting questions before things got this bad, but I thought I would try the generic tactics that I use to treat my other fish (water changes, epsom salt, aquarium salt, changing conditions). I know what wealth of information you boxers have and I'll know better next time something like this happens. The probable cause of death is probably a disease or parasite that came in with the black neons that I bought from Petsmart. Thanks for everyone's help.
