You can, though generally keepers try and avoid live foods for a variety of reasons. Possible contamination (illnesses are common in feeder type fish and puffers can be sensitive to treatment), availability of food (freezer and krogers always has cheaper shrimp), fouls water faster (remember anything live adds to the bioload) and they appreciate a varied diet. Live food is helpful initially, but training it to accept thawed foods helps a lot and provides a steady diet of illness free foods, thus extending its life and eases your headaches in the long run.

Yeah i know all the live feeder things diseases etc.., I was thinking about breeding/Quarantining my own. What are some things you can feed it other than live foods, silver sides, tilapia, krill?

Congo puffer's teeth aren't strong enough to break snail shells, so no hard shells of any kind. Shrimp are ok. Plus they have really small mouths too
