        Yes, they can. I had my avocado puffer puff-up a couple weeks ago.
        Fish are people too, they just have gills.

                  They can puff in captivity, also, but it can kill them.

                    I would never make my puffer puff. But when they do it on their own it's amazing.

                      The video is from Jewels of the Rift, a really cool national geographic about lake tanganika. the naaration was different then the NG.

                        I have seen some not so normal looking puffers puff up as well... valentini puffer of my girl's would do it when I put my hand in the tank. Seen a few LFS that would grab a puffer just to show customer how they puff up too.

                          When I had my Mbu, every time I'd transfer him to/from a different tank, he would puff up. Didn't seem to stress him out that much.
