Dwarf puffers

Im getting a 3 gallon picotope this weekend.
Question is whats the maximum amt of dward puffers i can put in this?

Also I possibly want to put in some cherry shrimp, will they get along?

1 dwarf and that's it, if it's heavily planted you might be ok with a male and female but i really doubt it.
I have cherrys in my dwarf tank but that's a hard one to really tell as their personalities can really differ.

one thing with dwarfs, try to really avoid ones with sunken belly. I've purchased from a few puffers from different lfs and from all the little groups i bought found out that at least one puffer usually had internal parasites.

These guys have a lot of personality, I think one in a 3 gallon tank would be good. I have had (3) in a heavily decorated 10 gallon tank and had (2) gang up on the third to the point I had to remove it. However, the lone warrior is doing good in a 90 gallon community tank but he picks on some smaller new people from time to time so my recommendation is to put the shrimp in first.
