Where does the sump overflow lead to?  Outside lawn?  Is that as efficient as a 50 or 75% water change weekly?

yea outside. i have a 1/2 gal drip emitter, so 12 gal a day on a 210. used to have a 2 gal drip, but it mudded up my side yard. sometimes i turn it off for a couple of weeks. to dry up yd. you still would want to do water changes, just not as many. i like the ideal of a auto water change system though.

How does the system work during power outages?

as long as you have water pressure the water drips and as long as you have gravity the overflow drains.
'Dear Lord,' the minister began, with arms extended toward heaven and a rapturous look on his upturned face. 'Without you, we are but dust ...'
He would have continued but at that moment my very obedient daughter who was listening leaned over to me and asked quite audibly in her shrill little four-year old girl voice, 'Mom, what is butt dust?'

But, if the power cuts off and most of the excess water that would normally collect in the sump goes off into the yard then when the power comes back on you will burn up your pump until the slow drip system fills things back up or you manually fill it up... right?  fshfrk probably has a different type of sump, but my (ProClear 300) fills over the bioballs and almost to the top when the power shuts off and when the power comes back on it takes all of the water back down to the level to keep a good circulation going.......

Thats when the auto refill kicks in !!! HAHAHAH

No really, most of the time the sump is big enough to where the overflow drain line is high enough to be where you want you water level at with the pump off. This is where deciding on what size sump you want to use plays a big role.

Use a mag drive utility pump that can be used submersed or inline.  I use mine as an inline pump.  I can drain and refill all of my tanks in an hour and never have to lift a bucket of water.
