has it been sitting for a while? chances are the jets in the carb are gummed up and do not let gas flow through.
Take carb off being careful not to damage any gaskets on the intake or the breather.
Remove the carb bowl taking note how the needle sits in there. Remove the rubber o ring and place it aside.
Using brake parts cleaner and something like a small peice of wire to run it through ALL the jets.
Generously spray the inside with brake parts cleaner and maybe even use an air compressor to blow air through
the jets.
Also make sure it has spark, if it doesn't then it either has a bad coil or a bad low oil switch (if equipped)
If its a bad low oil switch you can simply unplug it (just watch your oil level)
