China has put out more CO2 than the US for about 3 yr and increasing at nearly 10% / yr ( while US appears to be at about 1%/yr increase). BUT IT DOES NOT count for global warming per UN IPCC (I think that is the Imbeciles Panel for Climate Change). Now why couldn't the US find some clever people to say our CO2 doesn't count ?
BUT, that is not all ; the aforementioned CO2 is "man made". One "natural source" of CO2 in China produces an amount of CO2 that equals the US transportation emmisions (all cars, trucks, trains, barges, etc). This natural source is the inadvertent burning of coal mines/deposits in China. China has relied on coal for many centuries , so many small sites are mined by hand, some have caught fire and are very difficult to extinguish. So, they just smolder away under ground. Most of the informal entrances are not officially identified. But , not to worry (if you believe in anthropogenic global warming) because this CO2 does not count either.
