They do if you don't change the litterbox very often. I change mine about once a week so towards the end of the week, it smells a little. I let it get pretty full because I use it to do organic gardening.
I use rabbit pellets for litter in place of the more expensive stuff. It soaks up a lot of the urine so their feet don't get dirty when they go. My bunnies don't eat too much pellets because they like their fresh fruits and veggies better. I get the pellets at the feed store for about $15 for 50# which lasts about 2-3 months and I have 4 bunnies.
