Shysters have driven up the cost of all ag chems (just like medical costs); So , because I know baby oil, mineral oil, dormant oil ,etc,etc, come out of the same refinery unit , I use mineral oil for the much more costly "ag dormant oil". Add about 2% liquid dish detergent to the mineral oil. You need to to read dilutions and other application info on the "dormant oil" container. It is a little late for dormant oil spray of some fruit trees (like plum); but I did mine today anyway (and camelias, etc) . I have done this about 3 of the last 5 yr.
