Vinegar and water. Equal parts. Or, I've seen someone use C.L.R. on tough stains. Rinse everything well. Don't give up and use some elbow grease. It will come off.
I personally haven't tried it. But, I know of someone who uses it on bought used tanks. He has at least 10 tanks going and has never had a problem with using it. If you don't have any traces of it when it's time to add fish I would say you'd be fine. But, everyone has their own opinion.
The razor blade and elbow grease get EVERYTHING on my tanks and I have some of the hardest water around (well). When I look at your picture, your water isn't added yet. When you add the water, most of what I am seeing in your pic will go away. On the outside I spray a cloth with windex and the wipe the glass down... I don't spray because once I accidentally had the lid open and a few fish decided the windex bubbles looked fun.

I've used warm water and vinegar 1:1 and then let it dry and have the smell dissipate for 24 hours. I also know many people who use ammonia-free glass cleaner, and that combined with warm water and vinegar and razor blades AND elbow grease has worked on coralline algae remnants too, which it doesn't look like you have. But yeah, you will be safe using equal parts water and vinegar with a razor blade.
Okay so I know headlight cleaner has tons of chemicals but I decided to go with that because it was build up do to an old tank and it shined it up like new. I'm very pleased with the outcome. I rinsed the tank very thoroughly and have found no trace of it in there
