Mass shooters and serial killers are different. Serial killers tend to have a rather high IQ.

Mass shooters kill a bunch of people at the same time and serial killers are smarter than the government and get away with killing person after person in more ingenius ways until I figure they get sloppy or give up on running.

There's going to always be crazy people who will commit crazy things. Wether it be with guns, knives (China incident), Automobile (Japan incident), whatever. They will find a way to do what they want to do. Prohibition will not help (look at Norway) and ignoring the problems will not help either (look at Mexico).
