Originally posted by myjohnson View PostFYI, in the United States, there are several methods for government response to emergency situations. A state governor or local mayor may declare a state of emergency. This is common at the state level in response to natural disasters.
The president of the United States, as head of the executive branch, has the authority to declare a federal state of emergency. The only emergency provisions in the constitution are: "The Privilege of the Writ of Habeus Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it." and an exemption from the privilege of a grand jury hearing for cases arising in the military when in service in a time of "public danger".
Look back at the flood history. Most of the time the federal government did not declare a state of emergency but the state and local governments did.

So you are attacking us because we dont agree with you and think this is ridiculous that people have a double standard? I said in my quote that I dont blame Obama for getting BP funding just like I dont blame Bush its the name of the game. So your attack and saying he got a lot of money doesnt mean anything to me I already know it and I am not being a hypocrite about the fact.

See now you saying partly responsible. Explain that! Really, are you from New Orleans? Have people from New Orleans? And how in the hell can you compare the 4th largest city to New Orleans. We have way more resources then New Orleans for one. Plus, Ike was no where near the strength of Katrina. Plus we are at the min 50 feet above sea level compared to 2 to 5 feet below sea level.
Honestly, when have you been to New Orleans? Outside of the French Quarters, New Orleans is a very poor city.

D.. Second serious question: Do you think anything would be different in content of this thread if it were Hillary, Gore, Dodd, Richardson, Kerry or any of the other Democrats that ran for president were the president right now?Experiencing an aquatic renaissance!

As for all the "missing money", Delock is right. Bush continually cut funding that was requested by the New Orleans Army Corp of Engineers (CoE) during the Iraq war: http://www.factcheck.org/article344.html
The problem is that even if Bush hadn't cut funding, the CoE were only upgrading the levees to withstand a strong level 3 storm. Katrina as we all know was a level 5 at sea and a strong level 4 when she made landfall.
Ultimately, it is the fault of the Army Corp of Engineers as to why the levees failed. However, it is Bush's fault for the delayed response because he appointee to Secretary of Homeland Security Michael Chertoff failed to mobilize troops.Experiencing an aquatic renaissance!
