Please elaborate. What constitutes a groupie? Agreeing with someone, sharing an opinion, sharing a sense of humor, same political views?

FYI, in the United States, there are several methods for government response to emergency situations. A state governor or local mayor may declare a state of emergency. This is common at the state level in response to natural disasters.

The president of the United States, as head of the executive branch, has the authority to declare a federal state of emergency. The only emergency provisions in the constitution are: "The Privilege of the Writ of Habeus Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it." and an exemption from the privilege of a grand jury hearing for cases arising in the military when in service in a time of "public danger".

Look back at the flood history. Most of the time the federal government did not declare a state of emergency but the state and local governments did.

They declare it to all for Federal help. But they Feds still can come in if they deem so! Safety overrule alot of stuff.............Martial law

See now you saying partly responsible. Explain that! Really, are you from New Orleans? Have people from New Orleans? And how in the hell can you compare the 4th largest city to New Orleans. We have way more resources then New Orleans for one. Plus, Ike was no where near the strength of Katrina. Plus we are at the min 50 feet above sea level compared to 2 to 5 feet below sea level.

Honestly, when have you been to New Orleans? Outside of the French Quarters, New Orleans is a very poor city.

Please explain how I have the problem with race. Also I have been to NO on 2 occasions and it wasnt just French Quarter so please dont assume stuff. And I have said before that Nagin was part of the problem I didnt say he was all of the problem. The mayor, governor, & FEMA were at fault for the situation. The reason we have more resources is because we dont piss it away on scandalous stuff like NO and LA does. I bet that if White and Emmott were in NO they would have handled it much better. Yes I am speaking highly of a Democrat because I give kudos where its due and White did a great job on Ike.

And yes Darbex, unlike this incident! Katrina was another different story. Bush had ample time to prepare for Katrina and the weak levees that the Army Corp of Eng already knew about before hand!

Bush had nothing to do with Katrina. It wasn't his responsiability to do anything. it was the governer of LA falt. And the people of LA who let the levees go to hell. Katrina didn't do a hole lot of damage. It was the levees the f'ed everything up. So not bushes falt.
