I don't know about a HELP forum, but if you poke around the profile page long enough, you should be able to accomplish what your trying to do, with a few attemps, the site will tell you when you load a jpg that is too big. If memory serves me correctly it tells you how big of file is allowed.

Cameo -- if you are asking for your Avatar picture size I can tell you its 80x80 pixels.
The gallery I believe you are limited to 2MB I believe, but currently I believe that section is closed because it was causing to many problems.

If you're looking for a site to resize images, here's one:
Shrink Images
It even has a link to resize for avatars. I can't find where it says how large your images can or cannot be, but like Jesper said, if it's too big, it won't let you upload it.
For some odd reason the FAQ's are empty :?
Edit: I found the FAQ's in FAQ Forum, I was trying to access them through the main menu

Well, I must have run out of memory allowed or something.
I can load 42k images to the DFW box messages,
but I can't load them here.
