What was the original question? Do you want the frags of the corals or do you want the tool to make frags of some corals?
Fish stores sell fragging tools I am sure. As far as going cheap and use tools typical kept around the house, chisel, knife, garden tool, razor, ... I tried some but those rocks/ LPS are hard to cut. I could completely destroy them but I couldn't cut them into smaller neat little pieces that I can keep.

When fraging Z's&P's beware of the very powerful toxins this coral creates. Do not get this stuff in your mouth or eyes, if you find it hard to see or find a tingle in your mouth - you may have received some of the toxins. A large dose of the toxins will send you to the ER maybe worse.

The key is to keep your area clean. It may seem like overkill but a full face shield or at least a dust mask and eye protection is a must. Gloves are a good idea because you are less likely to wipe your brow with rubber gloves. Remember, any towel you use must be washed prior to reuse. It is best to use paper towels and toss them out after fraging.

Most people attempt to remove a portion of the rock while cutting out their frag. I can see in your picture that is not likely to happen with an exacto knife. You are more than welcome to get a crash course in person, bring your coral and what you want the frag to be mounted to.

Almost all other corals are a simple process but due to the palytoxins in pally's and zoa's - caution is warranted.

              Cheers
