Fish Just Wonderful. It's on 290 side though. Those are the only two that I know of that has cheap frags. Maybe try Marsh Reef? They've got a lot of people selling frags at reasonable prices. A lot of them are located here in Houston.

Just picked up 3 frags and 2 snails from FJW. Thats a nice little shop over there.
