help been cycling tank for 3 weeks parameters

Looks good... Do you gave anything in it? If not throw in your cleaner crew and watch the levels to see if they change

It's hard to see. Do they read all 0 across the board? Did the level go above 0 at any time before?
That's what "cycled" mean. Up and back down to 0.

You can start with some snails, shrimps but I am not sure if they can affect the NH3, NO2, NO3 much. Some of them are also very tough and can survive a not-quite-cycled tank.
What kind of fish do you want? Maybe you can start with a hardy one.

If there all at zero your good to go just add slowly and check to make sure they don't go back up

You didn't say if the measurement went above 0 before they came back down? They have to do so to indicate a cycled tank.
