ELOS test kit = confused

I have been testing my SW tank using the API kit. My tank always ran about 10ppm to 20ppm NO3 using the API test. Few days after redoing my sump filter I showed 5ppm and 3 days ago 10ppm with the API test. I bought the ELOS kit 2 days ago and tested NO3 and got 1 mg/lt. Does 1ppm=1 mg/lt? Another thing thats confusing is the directions say fill vial to 5ml, add the powder and shake a few seconds, add 6 drops from reagent, shake for 5 minutes then compare to color chart. My hand went numb and test vial went flying after 3 minutes On the color chart shows little pics how to do it. Everything is the same except the last steps. After I add the 6 drops it says shake for 15 seconds and wait for 5 minutes. So I have 2 instructions that came with the kit that contradict each other.

15 seconds sounds right.. 5 minutes oh shaking and the people who made the product would have gotten a numb hand from that.. The shaking is only to make sure the products are WELL blended with each other.. which after about 15 seconds.. you have accomplished that.
