What bulbs do you have in it, and how old are they ?

Honestly, I don't really know how old the bulbs are. The fixture came with a 75g aquarium set I bought off of craigslist. I just don't need the fixture though because I'm going with a saltwater setup and the lights won't be strong enough for what I need.

Went this morning and the fixture is in good shape, needs to be cleaned but looks good (no scratches). This fixture does not come with the moonlights and also has 2 actinics and 2 10000K coralife bulbs.

The lights do work and so do the fans. It seems one of the PC's need to be changed. They come with 2 white and 2 blue pc bulbs. Also, I hear rattling from one of the fans. I've included a picture of it turned on.
