20LB Co2 cylinder for sell

The 20lb Co2 cylinder was sold today for $60. I believe it is still a good deal, even if it might be need a SECOND hydro test (So the price is still lower than $100 for a 20lb tank like that new and clean -- it is still shining ). I checked the internet, and it is recommanded that each hydro test will weaken the tank. Therefore, it just check 5 years a time. So what do your guys think ?

Right now I am looking for 15lb tank, I think it might be fit my standard.
