most marine fish can handle "hypo-salinity", in fact many people use hypo as a way of battling ich (i believe fishy's internal salinity is something like .009 (i can't remember exactly) so anything in the range of .009-.026 is technically fine for marine fish. HOWEVER, i know many people use goldfish salt to create a brackish environment, this WILL damage any marine fish you might get, they won't like that at all so make sure you use marine salt to bring the water salinity up. Having said that, blue damsels a dime a dozen (okay, maybe not that cheap, but still 3-5 bucks locally at nearly any of the lfs's will get you a pretty blue damsel, yellowtail damsel or any number of various chromis....sorry did i get up on my soap box there for a minute?? ;-)
