This is a Centropyge deborae, a new species named just last year. It is called a blue velvet or blue midnight angel, as it is closely related to the midnight angel (all black), though this fish obviously has some deep blue hue to it.
Very rare and hard to find, this angel is fat and healthy, eating green algae (off the glass and rocks, not nori sheets) and frozen brine and Rod's food very well.
