I am getting a 5 lb co2 + Milwaukee Dual Gauge reg+solenoid + bubble counter  for $100. Lets see how that deal goes. Thanks

Sounds like a deal!

Make sure you test the regulator before committing if you can.

I think it may be time for me to invest in one of these.  My DIY bottles aren't working anymore.  
And is a powerhead the best method of diffusion for c02?

The powerhead is probably the most easiest/cheapest way but IMO not the best.

Diffusers or reactors IMO is the better way.
