Question:... what does a powerhead do? how does it differ from the filter? and how nessesary is it to have?

filters has media....powerheads just moves water.  Depends on the fishes if you need it or not.

          Its to add more circulation.

Co2/gas exchange happens at the open water surface.... the more circulation you have the more frequent the water comes into contact with the surface.

Filters do both filter and circulate but the circulation is not as high due to the restrictions and the need for it to pass over the media. Which is where the powerheads come into play.

Correct me if I am wrong but:

With the addition of power heads, the water circulation  in and around the tank keeps the detrius and other garbage suspended in the water column longer until it can be picked up by your filtration.   This help keep piles of dookie (technical word there) from stacking up in areas that normally have no a little or no water flow.
There is no "normal" life, it's just life so get on with it.

                +1

However, if you don't have a powerhead and the dookie (borrow the technical term) is left on the bottom on the tank you can suck it out during a water change. If you have a lot of water movement than it will be sucked up in the filters. Which means you have to clean your filters more.

IMHO, if your fish likes the water movement it's better to have more than less.
